About the Session
Join us for an in-depth exploration of Model Physician Health Programs (PHPs) through firsthand experiences and expert discussions. This session will highlight the transformative impact of PHPs on physician health, emphasizing rehabilitation over discipline, the significance of confidentiality, and the essential role of adequate funding for PHPs and participant treatment. Faculty will provide actionable insights for enhancing collaboration between PHPs and medical boards to support physician recovery and public safety.

About the Speakers
Michael J. Baron, MD, MPH, DFASAM, FAPA, obtained an MD and MPH degrees from Tulane University. He completed his Anesthesiology residency at Washington University in St. Louis and his psychiatry residency at Vanderbilt University. He is board certified in Anesthesiology, Psychiatry and Addiction Medicine. He is a Clinical Assistant Professor of Psychiatry at Vanderbilt University. In 2006, he published original research showing that high dose opioids increased chronic pain scores. Dr. Baron was appointed to the Tennessee Board of Medical Examiners (BME) in 2010 and reappointed in 2015. He helped write many different Tennessee Department of Health rules pertaining to the treatment of pain, prescribing controlled substances, and Office-Based Opioid Treatment. He also served on two workgroups for the Federation of State Medical Boards: Physician Sexual Misconduct and Physician Illness and Impairment. Dr. Baron resigned from the Tennessee BME in January 2017 to accept the Medical Director position of the Tennessee Medical Foundation – Physician’s Health Program. In 2023 he helped write two book chapters: “Fitness for Duty” for the Encyclopedia for Neurological Disorders and “Supporting Patients Working in Safety Sensitive Occupations” for the 4th Edition of the ASAM Criteria. Dr. Baron was installed as President of the FSPHP in May 2024.

Stephen D. Loyd, MD
, is an Internal Medicine/Addiction Medicine physician who graduated medical school and residency from the James H. Quillen College of Medicine at East Tennessee State University. He currently serves as President of the Tennessee Board of Medical Examiners. Dr. Loyd was the Assistant Commissioner (Opioid Czar) for Substance Abuse Services in the Tennessee Department of Mental Health and Substance Abuse Services in Governor Bill Haslam’s administration. He has served as an expert witness in more than 20 federal and state cases against physicians who were improperly prescribing controlled substances. Dr. Loyd was named an Advocate for Action by the Office of National Drug Control Policy (ONDCP), an office of the President of the United States. He has delivered 500 educational lectures on addiction and treatment of opioid use disorder and proper prescribing of controlled substances. Dr. Loyd was an original member (still active) of the Treatment of Chronic Pain Guidelines Committee which defined pain treatment for providers in the state of Tennessee. He currently serves as Chief Medical Officer for Cedar Recovery in Tennessee, Chair of the Tennessee Opioid Abatement Council appointed by Tennessee Governor Bill Lee, and the Director of the Office of Drug Control Policy for the state of West Virginia.

About the Moderator
Katie L. Templeton, JDChair, Federation of State Medical Boards
As the daughter of a hard-working physician, Ms. Templeton was inspired by her father to “do no harm” at a very early age and, later, to focus on medicine as the cornerstone of her professional legal career. She is a dynamic, skilled attorney with over 18 years’ experience in all phases of healthcare law, litigation, and claims management, focusing on medical outcomes, patient safety, and best practices. Ms. Templeton has served as a public member on the Oklahoma State Board of Osteopathic Examiners for over ten years and as President of the Board from 2020-2022. During her time on the board, she served as a member of the Oklahoma Opioid Task Force and personally authored the best practice guidelines for physicians in the state regarding opioid prescribing and legislative compliance, and best practice guidelines regarding legislation implemented following the Dobbs decision. In May 2020, Ms. Templeton was elected as a Public Member to the FSMB Board of Directors and in 2024 as Chair. Her knowledge and commitment to FSMB, the Oklahoma Osteopathic Board and her law career has allowed her to maximize her efforts in promoting state-based medical regulation and accessibility to quality medical care by all, and to help ensure public protection.

This activity was designed specifically for members and staff of state medical and osteopathic boards, as well as individuals interested in medical regulation.
